Storm recovery update for May 17-18, 2024: To protect the public, HPD will assign officers to Downtown intersections where storm damage is greatest, an area roughly from Walker St. to Clay St. and Smith St. to Fannin St. Road closures and limited pedestrian access will remain until the properties and area are deemed safe. Tomorrow, our crews will be back at work at 7 a.m. removing the remainder of shattered glass and treating an estimated 200 downed or damaged trees and landscape. Before traveling into Downtown, please confirm the event has not been cancelled and your planned route has been cleared.

Downtown District Assessments

The Downtown District apportions the cost of improvements and services based on value of land & improvements as certified by the Harris County Appraisal District. The Downtown District’s Assessment Plan provides comprehensive information on current rates, exclusions and exemptions. Levied assessments are billed annually by the Downtown District’s consultant, UtilityTax Service, LLC.

The Downtown District may issue bonds payable by assessments or ad valorem taxes. The City must approve the bond issue or a capital improvements budget that is financed from a bond issue. The Downtown District must hold an election and obtain voter approval to impose a maintenance tax or to issue bonds payable from ad valorem taxes or assessments. At present, the Downtown District has no outstanding bonds.
